What is the point with only SPF-15?

SPF 15 is not enough for keeping yourself out of UV. And the description even want us to use this product every 2 - 3 hours, I mean, what is the point to only add SPF -15 but not 45+ to make it effective and easy to use? I have to use my own sunscreen after this.
Also like I reviewed with other same series products, this one is also tangy. The only shiny point of it is that it is easy to apply.

As I reviewed with other seaweed series products, their smell is super strong, or tangy. I'm Oily skin and haven't seen any improvement of oil-control, this mid-night is no difference with the same series cream except its a transparent gel. No need to waste money on trying all series products, they smell and experience like the same.

Not smell like natural but tangy one, I really don't like this strong smell. Also, I haven't seen any long-last oil-control effect, disappointing series products.
